MINUTES Mark Weadick moved that the August 19, 2024 minutes be accepted. Dave Moorman seconded the motion. Motion carried 100%. (6-0) TREASURER’S REPORT Dave Moorman made a motion to declare Resolution 2024-24 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Mark Weadick seconded the motion. Motion carried 100%. (6-0) Dave Moorman made a motion to adopt Resolution 2024-24 Accepting the Amounts and Rates as Determined by the Budget Commission & Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor. Bill Deters seconded the motion. Motion carried 100%. (6-0) Minutes, September 23, 2024 MAINTENANCE SUPERVISOR’S REPORT Nate stated he has the burn permit for wood removal at the WHH Riverfront Park, however, it’s been too dry to burn the debris. The maintenance staff has painted the welcome signs placed on the east and west side of US 50. Our flower boxes and hanging planters will be removed mid-October. DEPUTY CLERK’S REPORT Marilyn stated The Riverfront Park Board meeting was September 9, 2024. We are now meeting the second Monday of every month. The Hamilton County Zoning Code meeting was September 13, 2024. Mrs. Bolser will discuss the Model Zoning Code at our October 21st council meeting. The We Thrive meeting was August 28, 2024; the minutes are attached for your review. I’ve attached a flyer on the Stepping On Fall Prevention program. We Thrive is putting together a video of testimonials from their communities for their 15-year anniversary. North Bend has been a We Thrive community for 10 years. Marilyn gave updates on the library. Our next We Thrive meeting is October 30, 2024 at 1:30pm in North Bend’s council hall. There was a gas leak outside our Administration Building; Duke Energy turned off the gas and Neyer Plumbing is scheduled to come out Tuesday and correct the issue. POLICE REPORT Sgt. Carney reported there were 42 calls for service for the month of August. There was one criminal report and one case was assigned to detectives. There were 26 non-billable calls and no auto accidents were reported. Mayor Sammons asked about the shooting in Miami Township. Sgt. Carney stated there was one fatality regarding that incident; possibly drug-related. GUESTS Mr. Kevin Burns, Village of Cleves council member, spoke about the Cleves’ Christmas Walk on December 7, 2024. They are inviting any company or resident to participate in the parade. They will have an Elvis impersonator, a bouncy house along with food trucks and more. Ron Nunnery, 32 Taylor Avenue asked about the condition of 108 Symmes Avenue and the sidewalk issue at 20 Taylor Avenue. Mark Weadick responded by stating we have sent letters to the owners of these properties by certified mail and regular mail with no response. He advised Mr. Nunnery that we are addressing these issues later in the meeting. FIRE REPORT Captain King reported there was one fire detail and 13 EMS runs for the month of August. Fire hydrants in North Bend will be checked, repaired, and painted by the end of October. THREE RIVERS SCHOOL Superintendent Ault reported that Three Rivers School is in the top 15% of all public-school districts in the State. TRS Girls Varsity Volleyball team is undefeated and won the Cincinnati Hills League Championship in 2023. The Boys Golf team finished in third place last year. TRS Trunk or Treat is Sunday, October 6, 2024; Homecoming is October 4, 2024. TRS monitors school safety protocols and feels fortunate that they have a stellar safety and security team. On October 6, 2024, TRS will have a memorial ceremony to name the custodian hallway in Fred Cross’s honor. Fred was a long-time custodian in TRS District. Minutes, September 23, 2024 COMMITTEES: Finance - Mr. Moorman There was a discussion of labor support and General Fund expenditures for the WHH Riverfront Park for 2024 and 2025. With $500,000 in State Capital Grant dollars recently awarded to North Bend, should the Village be expending General Funds for construction at the park? Dave Moorman made a motion to approve 150 hours or $3,000 towards the remaining construction for the Riverfront Park in 2024. Mark Weadick seconded the motion. Motion carried majority. (5-1) Councilman Moorman, opposed. Council decided to table the construction and maintenance budget for the park for 2025. Light, Water and Sewer - Mrs. Romweber No Report. Maintenance - Mr. Bonner No Report. Police & Fire – Mr. Deters No Report. Planning & Zoning - Mrs. Bolser Bev stated Hamilton County has completed the Model Zoning Code for North Bend, however, they are still assessing changes that were made. Once confirmed, Bev will initiate the overview to council; Hamilton County will then present the new Model Zoning Code at their meeting. Bev will then present the Model Zoning Code to North Bend’s Planning Commission for approval. Mayor Sammons sent the Geotechnical report on Derbyshire property to JMA and Tom Mendel. He has not heard back from JMA. Tom Mendel is having their engineering company, CIVIC Solutions review Mr. Niehaus’ Geotechnical Report and they will report their findings by end of November, 2024. Joe Bonner talked about the dedication of St. Annes; Scott stated normally the Village would have to accept the dedication, however, there may be some exceptions. Law & Ordinance - Mr. Weadick Mark talked about the issue at 108 Symmes Avenue. The Miami Township Fire Department report stated the property is vacant and found the property in decay and disrepair with some structural integrity issues on the outside. They classified this location as a “DO NOT ENTER” for Miami Township personnel for any emergency response. They stated the Hamilton County Health Department has the authority to condemn the property until it can be brought up to code. Scott Sollmann, North Bend’s Law Solicitor, stated we should contact Hamilton County Health Department, obtain an Administrative Warrant to enter the building, and have them condemn the building if it’s in violation. Scott will write a letter stating same. Regarding 20 Taylor Avenue, Mark stated North Bend attempted to repair the water/mud issue on the sidewalk. Nate removed the vegetation covering the sidewalk as well. There was a discussion of Ordinance 2024-02. Miami Township Fire Department also checked the location of the curve on Turnberry Drive. There were no cars parked on the street when they checked the area. Joe Bonner stated he thought the AOPOA restricted parking in driveways or on the road. Mark Weadick will check the AOPOA bylaws. Dave Moorman made a motion to continue Ordinance 2024-02 Authorizing the Placing of “No Parking” Signs in the Curve of Turnberry Drive in the Village of North Bend. Joe Bonner seconded the motion. MAYOR’S NEW BUSINESS/ REPORT There was a discussion on Ordinance 2024-04 Adopting Updated Special Purpose Flood Damage Reduction Ordinance and council deferred a decision until our October 21, 2024 council meeting. We issued two purchase order this month – #27-2024, Burgess & Niple, $2,190.00, WHH park environmental study; and 28-2024, Julius Howe Asphalt and Sealing, $17,963.00, St. Ann’s Drive repairs. Held to manage the due diligence process on the property. The new location is in Cleves. Our next We Thrive meeting is Wednesday, October 30, 2024 at 1:30pm in North Bend’s council hall.
